Business Permit and Licensing Office
All business owners are required to secure a business permit prior to operation. The Business Permit is a proof that the business is authorized to operate within the municipality
A permit for the Operation of Tricycle-for-hire within the municipality. Renewal of permit is every month of January. It shall be considered delinquent if renewal is made after the month of January.
Newly hired workers and/or employees shall secure their individual Occupation Permit from the moment they are actually accepted by the management of any business or industrial establishment to start working except government employees and professionals who are subject to the Professional Tax imposition pursuant to Section 139 of the Local Government Code.
The individual Mayor’s Permit so secured shall expire during the respective birth month of the permittee next following calendar year. The permit shall be renewed annually thereafter within January or during the respective birth month of the permittee. The permit fee is payable for every separate occupation or calling. Employer shall pay in advance the fees for its employees.
Office of the Building Official
A document issued by the Building Official (BO) to an owner/applicant to proceed with the construction, installation, addition, alteration, renovation, conversion, repair, moving, demolition or other work activity of a specific project/building/structure or portions thereof after the accompanying principal pals, specifications and other pertinent documents with the duly notarized applications are found satisfactory and substantially conforming with the National Building Code of the Philippines and its Implementing Rules and Regulations (IRR)
Upon completion of the project, the owner or the permittee shall apply for an Occupancy Permit at the Office of Building Official prior to occupancy.
All enterprises and private persons constructing a new building or applying for expansion/renovation are required to secure a zoning clearance upon application for building permit. This should be done before the start of construction to ensure that the building/business is allowed in the chosen location as per CLUP of the municipality of Banayoyo, Ilocos Sur.
This clearance is issued as a requirement for the land titling of residential lots
The Health Certificate is issued to all owners of business establishments, food and non- food handlers engaged in business. This certificate shall be issued only after the required physical and medical examinations are performed and immunizations are administered at prescribed intervals
The Drinking Water Site Clearance is issued to persons or entities intending to develop drinking water supply system. This includes the conduct of sanitary survey to evaluate the site location, type of water supply source and type of water use.
The Certificate is issued to certify that the water used in the process is safe to consume. This certificate shall be issued only after the required examinations are performed and the quality of water from the system meets the requirements of the Philippine National Standard for Drinking Water
The Sanitary Clearance is issued to all business establishments and buildings and accessories and houses for rent, in order to determine their adequacy of ventilation, general sanitary conditions and propriety of habituation.
The Sanitary Clearance is issued to all individuals who plans to establish a family cemetery to make sure they observe the standard of the Sanitation Code of the Philippines.
The Sanitary Permit is issued to all business establishments to make sure they observe the standard of the Sanitation Code of the Philippines.
Tax declaration is a document showing the informative description of a real property and for taxation purposes only. Issued to any person for any legal intent.
Certifications issued to clients seeking for the latest tax declaration based on the latest revision and the latest improvement of the land.
Assessment records Issued to clients who are seeking/tracking previous records of real properties.
Certification issued to clients as to current number of real properties and or real properties as of the time of death.
Certification issued to clients certifying the physical aspect of real property if subject property is owned, tenanted, rented or leased.
Deed of Conveyance is documents needed to transfer acquired real properties thru sale, donation, adjudication and waiver of rights.
Taxes are compulsory contributions to the Government. Real Property Taxes imposed on Real Properties such as Agricultural Land, Residential Lands & Buildings, Commercial Lands & Buildings. Every person who owns real property located within the municipality shall pay annual real property tax.
A Community Tax Certificate shall be issued to every inhabitant of the Philippines eighteen (18) years of age or over who has been regularly employed on a wage or salary basis for at least thirty (30) consecutive working days during the calendar year; an individual who is engaged in business or occupation; an individual who owns real property with an aggregate assessed value of One Thousand Pesos (Php1,000.00) or more; and an individual who is required by law to file an income tax return.
A Community Tax Certificate may also be issued to any person not subject to the community tax upon payment of one peso(Php1.00).
The Community Tax shall accrue on the first (1st) day of January of each year and shall be paid not later than the last day of February of each year.
Business Tax, Fees & Charges – tax, fees & charges imposed on person who establish, operate, conduct or maintain their respective business within the municipality.
Certifications issued for their prompt payment of Real Property Taxes and payment of other tax obligations. Tax Clearance/Certificate of Non-Delinquency is a requirement of Business Permit which is requested by business owners with real properties declared under his/her name.
An application made by a vendor for the right or privilege to use a definite space within the public market and food court for the purpose of selling goods, commodities or services to the public. An applicant must be at least eighteen (18) years old, Filipino citizen, must not have been convicted or found guilty for violation of any ordinance, law, rules and regulations pertaining to market operations, must not have any tax accountability or liability with the Municipal Government and must be physically and mentally fit and not suffering from contagious or communicable disease.
Certification is issued to employees needing the documents for personal and official transactions.
The Mayor’s Clearance is issued to individuals needing this document that states that he/she has no pending case filed with the Office of the Mayor.
Recommendation/Endorsement is given to students, job seekers, and indigents who seek for help for certain circumstances such as assistance (financial/medical), employment, scholarship and others.
Sanguniang Bayan Office
M.T.O.P. is document granting franchise or license to a person, allowing him to operate tricycles-for-hire within the municipality. Renewal of M.T.O.P. is from January 1to 20 after which penalty will be imposed
